The Ship I'd be most likely to pick as a tier 10 would be the Tillman IV-1, 13 457mm Guns, it'd DEFINITELY give the Yamato a run for it's money, the downside to the Tillman IV-1, is that she's slow, REALLY slow, at 25.2 Knots, maybe WG could give her a small buff considering that's REALLY slow for Tier 10, but, otherwise, she'd be a fine battleship to replace Monty. I'd be much more happy seeing the Tillman Series Battleships (As seen HERE), their guns are MUCH bigger than Monty's, and I feel it would add a much more competitive style in the higher Tiers.

I personally think she isn't worth the time, I have the Iowa, sure, it's great, but I see the Montana being.Hindered in her abilities to be a capable Battleship, sure, she's got 12 406mm Guns, but I personally got sick of 406's, especially when every ship from Tier 7 has them.
